Your override replaces the vanilla table, so enchantment-conditional drops follow what you asked for — the simple phrasing gives unconditional drops, which is what most people want for a fun world.
Can I undo it?
Yes — remove the datapack from the world's datapacks folder and /reload; vanilla loot returns instantly. Nothing outside the datapack is touched.
Which versions?
Pick your version at generation time — the pack_format is set correctly for it, including the newest releases (the version registry updates itself daily).
